Their procedure is that it goes to the slot it is pointing at.

No one will see it as fair though lol.

If it was between 1 and 2 then nobody would mind too much.

For a long time I thought the same, but this is not always the case. I’ve seen them decide in favour of the opposite direction. Dunno what their criteria are. It’s a bad thing this still happens daily.

 
I’ve never seen them decide any other way unless there is another issue like the flapper coming loose.

Happy to be proven wrong of course.
