I think what it means is the max stake will be limited to those levels. Think it will be done by age and affordability.

Those changes will have negative impact on gambling businesses which will definitely mirror onto customers. They'll have to limit payouts to make up the lost income. Although they might help many people with loosing shit of money.. Looks like soon people will be forced to play with Monopoly money. 

 
I mean they made fobts £2 max bet in bookies I can see them doing this for online uk players but I can't see them doing £2 to £15. But yea £2 max bet isn't out of the question.

If it was they would be forcing ppl like me who is happy doing 20p spins to start doing £2 spins now that would be a very bad move for the ukgc
