My stance on this:
we all know according to the T&C that promo's can be subject to change and we all knew or could have known that the new legislation for the Dutch would come into effect on October 1st.
I started a very lively thread on Casinogrounds about this on September 23rd .
In the OP of that thread I mentioned that the stopping of ongoing operations for the Dutch market for unlicensed operators per October 1st was rather sudden and that " I expect the Dutch to have far fewer decent places to play online for at least half a year, and
not being able or allowed to participate in the CG promo's anymore from next week onwards. "

Only on September 21st our government announced that the fines for operating without a license were after October 1st were to be increased 4% of annual revenue or EUR 600.000, whichever is greater, and that violations of the rules were to be enforced.
Before September 21st there were rumours that operating without a license would be condoned.
So to me it is no surprise that Leovegas is not taking any risks here and that Dutch people are simply excluded from the promo. Hence also the score for the leaderboard that I submitted of 'merely' 500x.
I assume that the prize money from Casinogrounds is sponsored by Leovegas for at least a large part. We shouldn't put Skylined/CG to any difficult decisions by asking for alternative ways to get any prize money.
I for one don't need anything, if up to me just make a leaderboard and random draw for all non-Dutch people.
And a huge thanks for having being able to compete for years in CG promo's in a privileged position.
Before us, The Swedish, Danish, German, Belgian and UK people all have had their possibilities to join promo's restricted.
Much love
