hi can anyone help or give advice.   

My bro played on leo vegas in Jan on my paypal... he has not deposited via PayPal since then and deposited with his debit card.   He has 200 in the account and leovegas has said that his acc is locked and the money has been drained... 

He did not deposit via PayPal so can they do this ? 

Is there any whee I can complained to?

Just to understand it correct, did he use your PayPal to deposit in his account?

Yes but not since january

They have been excepting card deposits since then and never has paypal been used again

So any winnings earned was from his card deposits
