Would the admin be intrested in setting up a casino grounds team stream , group of members payin amount of cash each and will give it to our favourite streamer  to play , we all pre arrange what games ,stakes amount of spins  on each game etc by vote and we all either share the  winnings or keep for another stream if it were to be a winning stream , chance of winning or loosing I guess but would make waching  just a little more exciting the group could do it once a month at the end of each month on a weekend so everyone could watch ? would anyone be intrested in it or has it already be done?

That's not possible since it's impossible for us to know who's self excluded or not, they can't join. It would be a mess.
