Honest question, how is evolution gaming allowed to operate?

I'm sure everyone has had the question in the back of their head about evolution, their wheel games have become a sad joke, big wins are more and more rare and the way the hosts barely spin the wheel in a full rotation makes it easy to manipulate where it lands. You finally hit the 4 rolls, it pays 13x. You hit the 7x pachinko top slot, you get 21x in the end. These aren't even the games I have the most suspicions about, the one that has my attention is ultimate Texas hold'em. 

I've played UTH a lot over the years, I've seen (and hit) more than one royal flush, flopped straight flushes, lost with quads, etc etc seen it all, or so I thought. What I saw in an hour of evolution gaming UTH today was almost impossible to believe...for the dealer hands. It was a rough hour so I looked at the hand history and in an hour the dealer had:

11 pocket pairs, 21 4x hands (18 won) and 11 hands of trips or better...in one hour. Considering its approximately 90 seconds per hand, let's say about 40-45 hands were dealt. To have that many high level hands in a day at the casino is good, but in an hour... never seen anything like that. I'm aware its gambling, and you will always lose in the end, but for something that absurd... Come on now! I've been overly suspicious of that game since they stopped cutting the cards when they come out of the electric shuffler, I don't gamble much anymore especially online which sucks because I used to really enjoy evolutions games of UTH, monopoly live, and crazy time and a sprinkle of blackjack here and there, but I think that was the final nail in the coffin for me with evolution.
