Blocked account can still deposit?

HI If you have a blocked account due to gambling problems then if you create another account on a different casino but with the same compnay/brand licens is this really Ok can I request the money that I lost back?

Let me add that the casino notice this after several weeks and then blocked the account then no more happened.
