Well, I play alot and mostly highstakes and I have a hard time getting 1.000x+ on 10-40€ bets. 
Maybe like 1 or 2 times but that's it over many years. 

And when I play 5 or lower I have like 80-100 wins that exceeds 1.000x.
And while I might have a bigger sample of playing with 5 or lower, It should not be this big of a difference since 10 is my standard betting. 

The only win I heard about was Daskelele on Bonanza, like 10.000x on a 10€ bet? But it's so rare. 

Please show me some wins of 20-30€ bets winning 7.000x+ 
I don't see them very often and yes, there are lots of players playing these stakes. 

Of couse the casinos, especially the small ones don't wanna payout like 400.000€ if someone gets 10.000x on a 40€ bet but they get the same kind of advertising since the X-win is the same on a 0.20€ bet but it doesn't cost the casino as much. 

I do think it's much easier do get these big wins on small stakes. Maybe I am right, maybe I am wrong.
We will never know. 

When someone post a 45.000x win on DOA 2 with 9€ bet, I will say that I was wrong. Until then..

For every player playing 20-30€ bets there are 10 000 people playing 0,10€ bets.

That might be an exaggeration or understated ?
